Ecologismo: nonsense or revolution?

Final Version - 18 of July of 2008

In Ecuador, the ecologismo is being discredited and seems something abandoned. The height of the socialist project of the Government, who possibly advances raudo and with excess of confidence, ignores many ecological restlessness and proposals. It seems that we continued clogged in he himself paradigm of development of the last decades, although Ecuador is outstanding internationally by the vitality and quality of its partner-environmental movements, that used to stay critical and experimented with vanguardistas proposals.

The last environmental nonsense has been the future complex petrochemical of the Pacific, megaproyecto of public investment that it tries to be located in the borders of the humid-dry forest of Pacoche, an area of great ecological value in Manabí. The inaugural act was made in he himself forest, which evidently untied critics, as much by absurd the environmental one of the location of megaproyecto like by the little information between the local population. At the same time, it is possible to add the repeated scorn of the President of the Republic towards the ecologists, to whom in hardly 10 days it has labeled as? aniñaditos? ? ridiculous situations? and? bellies full? , getting even to describe as? fool? to a prestigious member of an assembly to publicly question the location of this petrochemical complex.

Meanwhile, the provisional text of the new Constitution, although contains very awaited advances, suffers lagoons in the environmental aspect. It emphasizes, first of all, the absence of the previous consent, that is an important legal measurement, collection in the international legislation and long vindicated in Ecuador, with the purpose of safeguard social and environmental rights of local communities that feel threatened by external projects. In addition, arbitrary exceptions to the status of the protected natural areas have been introduced, which makes possible its possible operation. Finally, the emphasis in the citizenship concepts and social power are diluting the notion of towns, that in Ecuador is tie to the territory and the local autonomy in the handling of the natural resources.

On the other hand, several deceits around the ecologismo proliferate. The official speech seems to confront development and ecology, creating a deceptive dicotomía that, at theoretical level, already had been surpassed in Ecuador. Hundreds of indigenous communities depend daily on their ecosystems like source of life, dignity and development. To protect mountains and hydrographic river basins of the massive mining operation is necessary to maintain fertile earth and waters in amount and quality, that are essential resources for the nourishing sovereignty and the public health. It is unusual that in the highest political instances the necessity to operate the Nature irresponsibly, as is justified sets out to do in the Park Nacional Yasuní, in spite of the irreversible risks and impacts, with the intention of obtaining bottoms with which to assure that the children of the country accede to the school and the women they arrange services of health. This is demagogic and, in addition, it creates a moral load on the poor men who are attended by the State, putting to them in debt with the future generations by the environmental degradation and its consequences.

The paradoxical thing of the situation is that Ecuador has been indeed a pioneering country in vindicating that the ecology is consustancial to the development and that a development without ecology does not exist. A country that lodges unique ecosystems, from the Amazonía to manglares of the Pacific, as well as a estimable fraction of the world-wide biodiversity cannot allow confronting ecology and development, but that is forced to fuse them rigorously. The diverse towns of the country have fought very tenaciously by territorial, cultural and ecological rights like so that now, under pretext to reduce to the poverty and low threat of being accused of lack of solidarity, the State can burst in into its ancestral territories and auction its natural resources.

The recent political rupture with institutional and economic systems of the past is very praiseworthy, since it contributes to improvements and hopes in the set of the country. But it is possible to be sorry and to denounce that the Nature, one of the pillars of Ecuador, unjustly is treated like a secondary value and a externalidad of the society. The distrust towards the territorial approach of towns and nationalities of Ecuador is infundado, because it has been coming working for decades in a spirit from democracy, dialogue and alternatives of development. By all means that is due to examine economic projects and extractive nationals, looking for development commitments, but it must become from the prudence, the consensus and the consent. To oppose ecology and development is a deceptive and counter-productive approach. In addition, the present multiplication of extractive macroprojects and public investment does not seem to conciliate well with the territorial ecology, rights and the challenge to catalyze the local economies. A State with hunger of material and financial resources persists. The fact that the investments are public and in a frame of social policy does not legitimize them of automatic way.

Perhaps we must be on the awares to examine to what extent praxis political is perpetuating model of the extractivista and capitalist development of always. Simply they change to rolls and actors. The difference with the last regimes is that the extractivismo no longer obtains to oligarchies, but that honestly tries to reduce the poverty, although with the expansion of welfare programs that generate a dependency culture that never existed in the country. As well, the new economic ideology in Latin America seems to consist of getting rid of foreign transnational companies, that often procured abusive benefits, to mutar to a Capitalism of State, that is more aseptic and patriotic. But we are not deceived: thus we changed of development paradigm, neither we fortify the local economies nor, really, put in practice the proposals of development of the towns, nationalities and social organizations of Ecuador who have been formulated years with as much effort in the last.

In summary, the ecologismo is a key dimension of the social movements and, for that reason, it deserves greater visibility and respect. All approach of development that despises the ecology and the ecologismo cannot belong to a socialism of century XXI. Without ecologismo there is no revolution because the development paradigm does not change.
